Importing a Used Vehicle from Japan to Uganda in 2026: CRW, PVoC and Buyer Checklist

For Uganda-bound used vehicles, sourcing the right car is only part of the job. The buyer also needs a vehicle that can move through the required pre-export conformity process with the correct evidence before shipment.

CRW and PVoC are not optional details

The Uganda National Bureau of Standards states that used motor vehicles are subject to Pre-Export Verification of Conformity and should arrive with a valid Certificate of Roadworthiness from the country of origin or export. UNBS has also warned that vehicles arriving without the required CRW can face a surcharge equal to 15% of CIF value in addition to destination inspection costs.

The inspection route should be verified before you buy

UNBS appoints inspection providers for used vehicles. Because provider contracts and procedures can change, the current approved route should be checked at the time of purchase. A buyer should not rely on an old exporter page or a previous shipment as proof that today's inspection route is still valid.

Uganda's import-clearance process is becoming more digital

In September 2026, UNBS announced increased use of its Imports E-Portal to simplify and speed inspection and clearance workflows. For dealers, that makes complete and consistent documentation even more important: vehicle identity, invoice, shipping documents and conformity evidence should agree before arrival.

What to verify on the Japan side

Before paying for a used vehicle, verify the exact chassis and model code, year of manufacture and first registration, mileage evidence, auction or inspection condition, repair history where available, seller identity, obtainable quantity, Japan-side cost, domestic transport, inspection route, export documents, lead time and quote validity.

A dealer RFQ should be specific

Instead of asking for 'Toyota SUV' or 'cheap Japan car', send the exact model, grade or trim, year range, maximum mileage, acceptable auction grade, colours, required options, quantity, target buying price, destination and required timing. Specific RFQs produce faster, more commercially useful Japan-side searches.

Keep destination costs separate until verified

A Japan-side sourcing quote should clearly state whether it is vehicle-price-only, FOB, CIF or another basis. Do not mix unverified Ugandan duties, inland transport, registration or broker costs into a headline price. Let the buyer and licensed local clearance professionals confirm destination-side charges against the latest rules.
